I would be happy to discuss your concerns but I wanted to add some clarity. We usually provide outage information on the IVR and our help and support website. Currently this is information is added manually, and does depend on the scope of the outage. We also provide the information to our representatives very quickly. Our representatives also have tools that can allow them to view signal information for you and those within your home. This is a great way for them to notice an outage and make certain the right people are notified.

In the future this information will be more automated to make it easier to keep our Customers updated. Just like the representative will see it, the IVR will know based on the number you call from or enter on the system. I will share your feedback regarding this as well as the recommendation for billing adjustments. As you know from your experience from WebTV this is not something done by any ISP that I am aware of unless it is a significant outage (multiple days). Per the Terms and conditions (which I am never a fan of quoting from) of every ISP that I am aware of there is not a 100% up time guarantee. Wires are taken down due to weather and maintenance is necessary. Could having such a structure increase overall costs?

You're not really adding any clarity. Have a look back at the earlier posts. I was pretty clear about the fact that I did learn about the outage by calling the support phone number. My question/concern was primarily about why there is no estimate provided for when service will be restored. The power company doesn't give me an SLA either, but when the power goes down, I can call PG&E and get a window of when service is going to be restored... you know, a window, sorta like when Comcast says they'll come to my house between 10 and 4 to install a new drop. I think that's a reasonable expectation.
Sandy helped me understand why this doesn't happen.
